Title: Community and Tribal Engagement Manager

FLSA Status: Exempt

FTE Status: 1.0 FTE

Hours: 8am – 5pm, Monday through Friday

Location: 1000 Second Ave., Suite 1730, Seattle, WA 98104

Salary: Minimum - $80,000; Maximum - $90,000

Job Summary and Core Responsibilities: HealthierHere is advancing a portfolio of health care delivery system reform activities in alignment with the Health Care Authority’s Healthier Washington plan and goals as described in the Medicaid Transformation Project Toolkit. Central to this system transformation are incorporating equity and authentic community engagement within the project portfolio and activities conducted in furtherance of the goals contained within that portfolio. HealthierHere views equity and authentic community engagement as a lens that shapes the way that we do business.T he Community and Tribal Engagement Manager will report directly to the Director of Equity and Community Partnerships and is responsible for assisting with the design and implementation of HealthierHere’s overall engagement strategy in support of HealthierHere’s Project Portfolio.

This will include, but not be limited to, ensuring strong connectivity and communication with community members, community-based organizations (CBOs), coalitions, consumers of publicly funded services, stakeholder agencies, and tribal partners. Specifically, s/he will support the strategic coordination of HealthierHere’s community and tribal engagement activities, including building partnerships with and supporting CBOs that authentically engage diverse communities and Medicaid client populations.This position will also connect with tribal and Indian Health Care Provider partners in the King County region, and coordinate activities per the HealthierHere’s tribal collaboration and communications policy, supporting the HealthierHere Governing Board in assessing tribal assets and impacts on American Indians/Alaska Natives for programs and actions being contemplated by HealthierHere.

The Manager must be committed to: (1) embedding authentic community engagement within all of HealthierHere’s work, (2) utilizing an equity framework as a way of doing business; and, (3) partnering with Medicaid consumers, community and relevant stakeholders to make system-wide improvements that contribute to the elimination of health disparities and transform the health of the population in King County.Major duties include:

  • Assist in the development and implementation of the community and tribal engagement plan with the HealthierHere Governing Board, the Community/Consumer Voice Committee and other key partners
  • Convene and facilitate the Community/Consumer Voice Committee and provide necessary support to implement Committee recommendations and activities
  • Build, and maintain, authentic partnerships with community members, Medicaid consumers and Community-Based organizations to incorporate community voice as an integral part of HealthierHere’s project planning, design and implementation processes
  • Coordinate and align engagement strategies across the HealthierHere Governing Board, various committees and project teams, and CBO partners
  • Conduct outreach to gather and understand community needs, priorities, barriers to improved health outcomes and ensure that information is included within HealthierHere’s project planning, design and implementation strategies
  • Identify effective methods, processes and key partners to engage for optimal collaboration related to HealthierHere programs and the implementation of its Medicaid Demonstration projects, being sensitive to the different approaches needed for engagement depending on the community
  • Facilitate and support the work of CBO partners contracted with HealthierHere to do community outreach; oversee associated contracts, stipends, grants, et cetera
  • Ensure that HealthierHere is using a health equity lens throughout its work to best understand community perspectives
  • Partner with tribal and Indian Health Care Provider partners to provide cultural competency skills development and tribal trainings with the HealthierHere Governing Board and staff to increase awareness and skills across the organization
  • Work with community, tribal and consumer groups to facilitate ongoing communication; this may include presenting at local community forums, developing outreach materials and communication tools, and sharing information between internal and external audiences
  • Conduct training, outreach and education to support the implementation of HealthierHere’s community and tribal engagement plan
  • Monitor engagement results and ensure accountability and transparency with communities and consumers about HealthierHere’s work
  • Perform other duties as assigned

Required Qualifications:

  • Combination of life experience and/or education demonstrating at least five (5) years’ experience reaching out to and incorporating the unique perspectives of historically marginalized and underserved community members into project planning and system-wide transformation efforts
  • Connection with and demonstrated ability to respect, understand and authentically engage with community members with diverse and unique backgrounds who are currently experiencing health disparities in King County
  • Demonstrated ability to implement and manage a large system-wide transformation project from design to completion
  • Excellent communication and community relations skills including, but not limited to, facilitative skills, ability to collaborate across community partners, and ability to communicate effectively both orally and in writing; experience using social media for community organizing purposes
  • Demonstrated ability to build, and maintain, trusted relationships with communities served by HealthierHere’s transformation efforts
  • Strong organizational, interpersonal, time management and problem-solving skills

Preferred Qualifications:

  • Experience working with Tribal Governments, tribal members and communities experiencing health disparities specific to King County
  • Commitment to and experience integrating the social determinants of health, addressing health disparities, and working with marginalized and underrepresented communities
  • Experience with cultural humility in working with communities; experience in effectively partnering with diverse communities around health-related change
  • Knowledge of tribal health and experience working with American Indians and/or Alaska Natives
  • Ability to utilize graphics software to prepare infographics and relevant program communication tools and resources in multiple languages and for a variety of audiences
  • Experience using Microsoft Office, Word, Excel, Sharepoint, PowerPoint, Access, and other relevant computer programs to develop materials, monitor and communicate progress
